As part of ongoing efforts to strengthen Sri
Lanka’s public health security, the Epidemiology Unit initiated the pilot
implementation of a National Event-Based Surveillance (EBS) system in the
Gampaha District. EBS is a key component of the national surveillance framework
and aligns with core capacity requirements under the International Health
Regulations (IHR 2005) of the World Health Organization. The Epidemiology Unit
continues to serve as the lead institution in coordinating and implementing EBS
activities at the national level.
In preparation for the district-level pilot
implementation, an introductory programme on EBS was successfully conducted on
19 March 2026 at the RDHS Office, Gampaha. The session aimed to provide an
overview of EBS concepts, its importance in early detection of public health
threats and the roles and responsibilities of key stakeholders. Participants
included representatives from Base and Divisional Hospitals, Medical Officers
of Health, public health staff including SPHID/PHI and PHNS, as well as
representatives from the veterinary sector, schools, large workplaces,
Divisional Secretariat offices & Pradeshiya Sabhas.
The programme was conducted successfully with
active participation from all sectors, reflecting strong multi-sectoral
collaboration essential for effective EBS implementation. This initial
engagement marks an important step towards establishing a functional and
responsive event-based surveillance system in the district. Further training
programmes and follow-up activities are planned to strengthen implementation
and ensure sustainability of EBS activities across the district.
